Surfacing Organizational Competence*

چکیده
This paper is about organizational competence in development of computer-based information systems. We address this theme by demonstrating and reflecting upon a systematic and inexpensive approach to surface organizational competence in initial analysis and design of an information system. The approach relies on the specific organizational competence of the actors already in the organization. Change is brought about by using soft systems and contradictions to surface the competence, knowledge, views, and ideas present in the situation at hand.
